This invention is a suite of methods to perform fractional scaling & cropping of image & video, & inverse motion compensation of MPEG video. It is able to: perform flexible down scaling of image & video by fractional factors of 1.25 & 1.5; perform cropping of image & video to arbitrary size; support inverse motion compensation for MPEG video. All operations are performed directly in compressed DCT domain without explicit decompression & recompression steps.
